The Children and Young People's Plan (CYPP) 2011-2014 is a different plan from those we have produced in the past.

The government has removed the statutory requirement for Newcastle to produce a Children and Young People's Plan and with that the prescription regarding what it must contain.

All partners on Newcastle Children's Trust Board remain strongly committed to working together to improve outcomes for children and young people in Newcastle. We have therefore agreed to continue to produce a strategic plan. It does not capture the detail of the work that individual partner organisations will undertake to improve outcomes. These are set out in those organisations' own plans and documents.

In developing our new CYPP we have undertaken a comprehensive analysis of need and consulted widely on what matters most to children, young people, parents and carers. We have reviewed outcomes from inspections and other external assessments, and listened to practitioners' experience of what works. Â
We carried out a first citywide consultation in 2010, involving children and young people, parents and carers, and other stakeholders, following which we agreed the three overarching priorities that we will focus on for the next three years.
Underpinning the three strategic priorities we have also agreed ten outcomes which we feel are crucial in improving the life chances of children and young people.

Keeping children and young people safe and supporting families (SAFE)
Children and young people are protected from violence, abuse and neglect
Children and young people are safe and feel safe in their communities where they live, go to school, play and work
Families, parents and carers are supported when they most need it
Reducing inequalities (EQUAL)
The impact of poverty on children and young people is reduced.
Children and young people who are vulnerable or have additional needs achieve the best possible outcomes
Health inequalities are reduced, particularly child obesity and teenage pregnancy.
Raising aspirations, achievements and opportunities (ACHIEVING)
Children and young people achieve their learning potential
Young people behave positively and keep on the right track
Young people develop into skilled, responsible, independent adults
Children and young people enjoy their lives and have access to opportunities, culture and activities
Each relevant partner will set out in its own plans how it will deliver against the outcomes. We will monitor and review performance against each outcome and the contribution of each partner through sub-groups of the Children’s Trust.
