Workforce reform is a major element of Every Child Matters and delivery of the Children's Plan (2007) because it is recognised that the impact of services for children, young people and families is largely dependent on the quality and capacity of the people who lead, manage or deliver those services.
"The people who work with children, young people and their families make crucial judgements every day - when to encourage, when to intervene, when to step back, when to involve other professionals, when to share information, and how to use their professional or occupational expertise to make the most difference for each and every child and young person."
This is taken forward nationally through the 2020 Children and Young People's Workforce Strategy, and locally through a local workforce strategy (linked to Children's Trust arrangements). Newcastle's first Workforce Strategy was published in April 2006 as part of the Newcastle Plan for Children and Young People. Work is currently underway to refresh this strategy, and this will be The Children and Young People's Workforce Strategy for Newcastle 2010 - 2013.
The strategy will be available for consultation early in 2010 as part of the updated Newcastle Plan for Children and Young People. Our strategy will provide a framework for taking forward locally workforce reform and development set out in the 2020 Strategy and local priorities to support implementation of the Newcastle Plan for Children and Young People.
